The Hillsborough City School District (HCSD) is a Community-funded district, which means its primary funding source is our property taxes, not state funding. 

Here's the twist: Thanks to Proposition 13 (passed way back in 1978), we only get 20% of our property tax revenue. So, despite our high property values, our school district experiences a funding deficit every year.

In short, our property tax revenue and state funding do not cover the full cost of the education our school district provides our children today.

That's where we come in! The Hillsborough Schools Foundation rallies our entire community to bridge that gap so our schools deliver an education that goes beyond what public funding alone can do.
